1) Go to your User Control Panel here:
ucp.php
2) Click the "Profile" tab.
3) Click "edit avatar"

a) To use one of your own photos, click "Browse" and upload it (NOTE: Maximum dimensions; width: 80 pixels, height: 80 pixels, file size: 6kB.)... then remember to click "Save" to save your profile change.
b) If you would like to use a flag, click the "Display gallery" button towards the bottom.
5) Select your flag and click "Save" at the bottom.
6) Once back to your profile page, click "Submit" to save your changes to the profile.
